Robert Kilpatrick
President and General Manger
Southwest Marine, Inc.

Mr. Kilpatrick's career with the Company began in 1981, when he joined Southwest Marine's San Francisco facility (now San Francisco Drydock) as an Electrical Estimator for shipboard communication and power installations. Before joining SWM, he was a staff engineer with Southern Pacific Transportation Company in the Bay Area. Before becoming President and General Manager, Mr. Kilpatrick has held various positions, including Production Superintendent in charge of electronic installations, Contracts Manager and Director of Contracts/Procurement. His responsibilities involved Government fixed-price and cost contracts, claim development, litigation, procurement, office services and shipping and receiving. Additionally, he supervised fifty professionals in the Contracts and Purchasing Departments. His areas of expertise encompass contracting regulations and business law, material management accounting systems, federal acquisition regulations, cost accounting standards, the Truth in Negotiations Act, Contract Purchasing System Review, Uniform Commercial Codes, Public Law 85-804, protests and alternative dispute resolution.

Mr. Kilpatrick is currently President of the Port of San Diego Ship Repair Association and has been a member of the National Contract Management Association since 1985.

He was born and raised in Fitchburg, Massachusetts, and graduated with a Bachelor of Science degree in Electrical Engineering from Duke University in Durham, North Carolina. While at Duke, he made the Dean's List for academic achievement.
